c.  Target Audience Statement:  The target audience for these programs varies depending upon the contents but includes military and federal officials including law enforcement officials, tactical commanders, law enforcement trainers, legal advisors, and military intelligence, military police units, and other military and federal officials with an interest in these WMD and Law Enforcement topics.

Program One –  0930-1100 ET:  Lessons Learned; Response To the Chlorine Release in Graniteville, South Carolina

Since the tragic incidents on September 11, 2001, the country has been busy preparing for response to terrorism.  The hijackers showed that our own infrastructure (e.g., aircraft) can be used against us.  While we are increasingly aware of the threat of terrorism, let us not forget the hazards that are around us each and every day.  Toxic industrial materials are used and transported every day in this country.  These materials are safe when handled and stored properly.  Even so, there are risks involved with these materials.  In the early hours of January 6, 2005, a train was diverted onto a sidetrack striking a parked train and releasing chlorine into a small mill town.  Hear this story as responders from over a hundred local, state, federal, and support agencies responded to the most deadly chemical incident in the United States in nearly three decades.  Produced by the South Central Center for Public Health Preparedness in partnership with the Alabama Department of Public Health.

Program Two – 1200-1500 ET:  Gangs, Thugs & Hate Groups – A Law Enforcement Training Conference: "Hate in America;  A National Overview of Far Right Domestic Terrorism"

Hosted by the Regional Organized Crime Information Center and Co-Hosted by the Greenville Police Department, this training– primarily for law enforcement officers – focuses on the problem of gangs in neighborhoods across the country and examines law enforcement measures including education of the community, formulating a database for intelligence gathering, designating a detective to specialize in gang enforcement efforts, and forming a partnership with other local, state, and federal agencies from a task force stance to identify and prosecute those responsible for these types of crimes.  This conference was held in Greenville, South Carolina from March 13-15, 2006.
 

''Hate in America: A National Overview of Far-Right Domestic Terrorism''
This session examines the wide variety of hate groups currently active in the United States --their history, activities and leaders.  Beginning with a broad overview of the various factions of the hate movement, which include the Ku Klux Klan, neo-Nazis, racist Skinheads, black supremacists and others, it then focuses on the most prominent national organizations and state and local chapters.  Presented by Joe Roy, Intelligence Project, Southern Poverty Law Center

Program Three – 1500 - 1630 ET:  Public Health To The Rescue; Emergency Response Is Now A Core Function

This program will examine the roles played by four state public health agencies in the response and recovery phases of Hurricane Katrina, specifically with respect to the public health core functions.  The State Health Officers from Alabama, Arkansas, Louisiana, and Mississippi will discuss how their agencies roles in assessment, policy development, and assurance were affected by this disaster.  They will discuss as a group: what worked (and what did not), and what should be modified for the future.  Since each state and agency was affected by the Hurricane in a different way, the roles these organizations assumed was different as well.  There are valuable lessons to be learned by not only reviewing the response by agencies directly involved in the disaster, but also from neighboring states who provided support and assistance.
