“New Trends In Suicide Bombings
Parts One And Two

a.  Sponsors:  This program is sponsored for GETN audiences by the Department of Justice Television Network, the Federal Bureau Of Investigation (FBI) and the Department of Homeland Security. 

b.  Availability:   This FREE, public domain, videotaped program will be available as scheduled ONLY on the Military/Federal CDV GETN Convergent digital satellite networks.  There is NO live or later archived webcast version.  GETN/Convergent digital satellite downlinks are found at over 1200 military installations and federal office locations.  Other federal and private satellite networks may also carry this program.  In addition, the program may be available to a limited number of non-satellite capable military and federal sites via VTC terrestrial relay.  Local site use coordination of satellite downlinks will be required.  NO C-Band Coverage will be available for this program. 

Will this program be web streamed?  No. 

c.  Target Audience Statement:  The primary target audience includes military and federal officials including law enforcement officials, tactical commanders, hostage negotiators, law enforcement trainers, legal advisors, and military intelligence, military police units, and other military officials with an interest in these topics.

Part One – International Perspectives - 1300-1500 ET:

Presented by the Federal Bureau of Investigation and the Department of Homeland Security,  this program will feature senior representatives of Israel, Russia, and the United States (covering Iraq/Afghanistan) discussing their experience with suicide bombings and sharing lessons learned.  The representatives are Brigadier General Simon Perry (Israeli National Police), Colonel Boris Sokolov (Russian Federal Security Service), and Steve Burmeister (Director, FBI Terrorist Explosive Device Analytical Center).  It will also highlight the Los Angeles Police Department’s (Deputy Chief Mike Hillmann) integration of these international lessons learned into their own policies and training.  Please note that this program is considered Unclassified, For Official Use Only of law enforcement and homeland security personnel – including law enforcement managers and executives, tactical commanders, bomb technicians, hostage negotiators, law enforcement trainers, and legal advisors.  The Federal Bureau of Investigation (FBI) and the Department of Homeland Security (DHS) present part one of a two-part broadcast series for their law enforcement partners.  The goal of theses programs is to raise awareness of the potential suicide bomber threat and the implications for law enforcement and other first responders.  The programs are presented in partnership with the National Sheriffs Association, IACP, and DOJ COPS Office.  For more information, please visit LEO (account required) or contact the COPS Office Response Center at 1-800-421-6770. 

Part Two – International Perspectives - 1500-1700 ET: 

Presented by the Federal Bureau of Investigation and the Department of Homeland Security, this program will feature two domestic police chiefs and a representative of the International Association of Chiefs of Police (IACP) discussing suicide bombing and the implications for policies, training, resource allocation, communication, and other issues salient to state, local, and tribal law enforcement executives in the United States.  The panelists are Chief Charles Ramsey (Washington, DC), Chief Gil Kerlikowske (Seattle, WA), and Randy Means (Vice Chair, IACP Legal Section).  A panel of Department of Justice (DOJ) and DHS executives will also discuss available counterterrorism training and other resources for law enforcement partners.
