b.  Availability:  These FREE, public domain, previously videotaped programs will be available as scheduled ONLY on the Military/Federal CDV GETN Convergent digital satellite networks.  There is NO live or later archived webcast version of any of these programs.  GETN/Convergent digital satellite downlinks are found at over 1200 military installations and federal office locations.  Other federal and private satellite networks may also carry these programs.  In addition, these programs may be available to a limited number of non-satellite capable military and federal sites via VTC terrestrial relay.  Local site use coordination of satellite downlinks will be required.  NO C-Band Coverage will be available for this program.   No video tape copies will be available.

c.  Target Audience Statement:  The target audience for these programs varies depending upon the contents but includes military and federal officials including law enforcement officials, tactical commanders, law enforcement trainers, legal advisors, and military intelligence, military police units, and other military and federal officials with an interest in these WMD and Law Enforcement topics. 

d.  Program Summaries:   

Program One –  0930-1130 ET:  “Gangs In The Military”

Hosted by the Regional Organized Crime Information Center and and Co-Hosted by the Greenville Police Department.  This training– primarily for law enforcement officers – focuses on the problem of gangs in  neighborhoods across the country and examines law enforcement measures including education of the community, formulating a database for intelligence gathering, designating a detective to specialize in gang enforcement efforts, and forming a partnership with other local, state, and federal agencies from a task force stance to identify and prosecute those responsible for these types of crimes.  This conference was held in Greenville, South Carolina from March 13-15, 2006.

This program explores the gang mentality and culture in general.  It then looks at numerous gang pictures and video from all branches of the military, and examines how and why gang members and extremist groups are getting into the military.  It concludes with possibilities of dealing with the problem and future programs to combat these vital issues.

Program Two – 1200-1410 ET:  “Preparing For The Hurricane Season – Medical Needs Shelters” 

Emergency response has become a fundamental part of our public health mission.  This has resulted in an expanded level of responsibility to the public.  Alabama residents will expect public health to respond rapidly and effectively.  Although we hope that the Gulf Coast will be spared from another assault this year, we must be fully prepared to fulfill our responsibility to the public.  As a result of Hurricanes Ivan, Dennis and Katrina, the concept of Medical Needs Shelters and our role in staffing them has been better defined.  Many of our staff whose routine duties do not involve emergency response will be assigned to these type duties in the face of an emergency.  We all remember vividly the catastrophic devastation wreaked upon the Gulf Coast during the 2005 hurricane season. 

Program Objectives:
1. Provide an overview of how agencies respond to disasters when called to for emergency purposes.
2. Discuss the roles and responsibilities of various disciplines as they relate to shelters during an emergency response.
3. Discuss some real life experiences of staff who have worked in Medical Needs Shelters.

Program Three – 1430 - 1530 ET:  Community Emergency Response Team (CERT)– Safety In The After Disaster Environment

This program will prepare Community Emergency Response Team (CERT) team-members and military responders for the kinds of hazards they may experience after a disaster and help them stay safe as they work in the disaster area.  Although the program cannot prepare CERT team members for every kind of hazard they will encounter - because every disaster results in its own unique hazards - it will raise their awareness of the kinds of hazards they may experience and help them to prepare.

Program Four – 1600 - 1700 ET:  Community Emergency Response Team (CERT) – Disaster Psychology

Responding to a disaster is a complex undertaking.  But just as there are ways that citizens can prepare, and skills they can develop - they can also learn about the emotional, psychological and physical issues they may experience as disaster workers.  This program will help them to be prepared to deal with the emotional and psychological responses of the people they are helping.  Knowing more about these expected responses will help them to be more effective during and after these dynamic situations.
