c. Target Audience Statement: The target audience will be any law enforcement officer especially the small town and rural police departments with limited resources. This broadcast is not limited to any specific audience and it is encouraged that anyone who works within the law enforcement arena be encouraged to view this telecast
d. Program Summary: Sometimes uncovering crime in your community means going undercover to pull the wool over the bad guys’ eyes. But catching the criminals and staying off the radar screen at the same time isn’t always that easy. We’ll show you what some of the best undercover narcotics detectives are doing to be incognito and stay that way. From choreographing your covert car surveillance to mastering the finesse of the foot surveillance to planting a GPS device on a suspect’s car without anybody seeing you.
e. Program Objectives:
n Provide an understanding of the principles of basic surveillance techniques as they apply to the different types of surveillance performed by narcotics officers.
n Understand the purpose and importance of surveillance operations.
n Identifying the type and method of different surveillance techniques appropriate for a given situation.
n Understand the principles of basic surveillance techniques performed by narcotics officers.
n Recognize the common problems that can occur during surveillance operations and how to address them.
n Observe and properly document activities during a surveillance for potential use as evidence or probable cause for warrant issue.

INSTRUCTORS
JAY BRUBAKER: Jay Brubaker has served with the St. Petersburg Police Department since 1971. Twenty-seven of those years were spent as a supervisor in various positions including: Vice and Narcotics, Career Criminal (surveillance unit), and Patrol. Mr. Brubaker, who continues to serve as a reserve officer following his retirement in 2003, has also served as an instructor for Mobile Field Force Tactics and the Special Events Response Team (CERT). Mr. Brubaker earned his Associate of Science Degree from St. Petersburg College and has attended the DEA school in Miami and the Narcotic Supervisors Course in Jacksonville. He has also attended a Surveillance School in Orlando along with hundreds of hours of specialized training in everything from Hostage Negotiation to Dealing with the Mentally Challenged. He is also an instructor for the Multijurisdictional Counterdrug Task Force Training Program (MCTFT).
NEIL FRALEY: Neil Fraley has been with the St. Petersburg Police Department since 1978. He currently serves as a Detective in the Special Investigations Unit. Mr. Fraley has been in plain clothes working surveillance since 1984 with the Special Operations Section, Career Criminal Unit and currently the Special Investigations Unit of the St. Petersburg Police Department. He has coordinated the surveillance training for these units since 1991. He is also an instructor for the Multijurisdictional Counterdrug Task Force Training Program. Mr. Fraley earned an Associate in Arts Degree from St. Petersburg College in 1975 and a Bachelors Degree in Criminal Justice from the University of South Florida in 1977.
