Program Description: Imagine
entering a classroom in full riot gear – an automatic weapon at your side as you
breathe through a gas mask. Then the instructor tells you you’ll need to
capture three terrorists and disarm a deadly chemical bomb - all of this on a
Thursday afternoon. Not your typical classroom mind you.
Fortunately, in this incident, the bomb was fake and the terrorists were actors.
But the scenario offered very real training for 20 police officers dressed in
SWAT gear as they recently stormed an abandoned warehouse. In February’s
episode of Live Response, our camera’s visit a unique tactical exercise
for terrorist response that takes place near Orlando, Florida. It’s part
of a very hands-on simulated training program offered by LSU’s National Center
for Biomedical Research and Training center (NCBRT). The Advanced Tactical
Operations class offers five days of intensified training that ends with
terrorist situations participants must respond to. Working in real-life
24-like events, this class includes first responders being taught how to prepare
for the possibility of working in and around weapons of mass destruction.
Offered through funding from the Department of Homeland Security, we’ll look at
how this course provides tactical commanders, operators and support personnel
with knowledge, skills and abilities to command, plan, equip, train and exercise
tactical teams for safe and effective response to such incidents. Our
panel of experts will discuss CBRNE considerations, linear target response
tactics, tactical movements, site surveys and pre-incident planning. Join

Highlighted Programs: The National Center
for Biomedical Research and Training (NCBRT) provides high-quality training to
emergency responders throughout the United States. The NCBRT has over 10
years of experience in course development and delivery; and is a member of the
National Domestic Preparedness Consortium (NDPC), recognized by the Department
of Homeland Security as the principle vehicle through which the Training and
Exercise (TEI) division identifies, develops, tests, and delivers training to
federal, state, local and tribal emergency responders.

Live Response Expert Panelists for this
Program:
Kevin Marano retired from the U.S. Army
Special Forces in March of 2000 after 22 years of service. He served
numerous assignments in units with a specific counter-terrorist mission and has
served as an instructor of Combat Marksmanship, Close Quarters Combat (CQC) and
explosive entry for military forces and civilian law enforcement. He was
First Sergeant for both the Special Operations Target Interdiction Course (SOTIC)
and Special Forces Advanced Reconnaissance and Target Exploitation Course (SFARTEC).
In this capacity, he supervised the instructor cadre who developed the U.S. Army
doctrine for sniper and urban combat operations. Mr. Marano has extensive
experience throughout Central and South America working with counter-terrorist
and counter-narcotic units. He also has had multiple extended tours
throughout the early 80’s as a military advisor to counter guerrilla units
conducting combat operations in El Salvador. Marano is currently a
consulting employee for SAIC, serving as a Crisis Response Training (CRT)
instructor with special focus on explosive entry and CQC. Additionally, he
serves as an instructor for LSU’s Advanced Crises Response Training (ACRT) and
WMD Tactical Operations courses.
Robert White, Jr. is a consulting employee
for SAIC, serving as an instructor for the LSU Tactical Commanders course.
He also instructs the Explosive Incident Countermeasures (EIC) course for the
U.S. Department of State Anti-Terrorism Assistance Program (ATAP). He
retired in 2003 as a Master Explosive Ordnance Disposal Technician from the
United States Navy where his 20-year tenure included four years at Explosive
Ordnance Disposal Mobile Unit FIVE in Santa Rita, Guam. Assigned as Leading
Chief of Mobile EOD Detachment 33, he and his team responded to numerous
unexploded ordnance incidents and MIA repatriation missions to identify and
remove explosives and other hazardous items. He was also a member of the
Special Insertion Forces Detachment for Seventh Fleet Area of Operations to
diffuse hostage situations and WMD proliferation attempts by land, sea and air.
Mr. White’s EOD career included a three year assignment at the Naval School
Explosive Ordnance Disposal where he instructed Army, Navy, Air Force, Marine
Corps and International Military personnel in Explosives/Explosive Effects,
Storage Handling, Transportation of Explosives and Demolition/Disposal
Procedures.
Kit Cessna served in the 1st
Special Forces Operational Detachment-Delta (Delta Force), 2nd Ranger
Battalion, and the 1st Special Forces Group as an A-Team member.
While in Delta Force, he saw combat action in the 1989 invasion of Panama.
He traveled to more than 50 countries during his military career before retiring
in 1994. Currently, he is an instructor for the U.S. State Department
Anti-Terrorist Assistance Program (ATAP) and the Louisiana State University
Weapons of Mass Destruction Program. He has served as a reserve SWAT
officer with two police departments and is currently a reserve deputy with the
East Baton Rouge Parish Sheriff’s Office Crisis Response Team.
